Flight Instructor Renewal: What 14 CFR 61.197 Means for Flight Schools

How flight instructor certificates expire on the 24-month clock, the renewal routes in 14 CFR 61.197 (the records route, a FIRC, and the employment route), what an expired certificate stops at a flight school, and how to track CFI expiration in dispatch.

A CFI shows up on a Saturday with three lessons booked back to back, signs a student off for a supervised solo, and an hour later the chief instructor realizes the instructor certificate expired at the end of April. Every dual hour that morning was given by someone who, on paper, was not a flight instructor. The solo endorsement does not hold. The logbook entries have to be untangled, the student's solo is in question, and the schedule has a hole nobody planned for.

A flight instructor certificate is one of the few credentials at a school with a hard expiration date and no grace period. The rules for keeping it current live in 14 CFR 61.197, and the school that treats renewal as the instructor's private problem is the school that loses a day of dual when one of them lapses.

The 24-Month Clock

A flight instructor certificate expires at the end of the 24th calendar month after the month it was issued or last renewed. The calendar-month part matters. A certificate renewed anywhere in April 2026 is good through the end of April 2028, regardless of which day the renewal happened. Unlike a medical or a flight review, there is no rolling window and no built-in grace period. On the first day of the 25th month the certificate is simply expired, and the instructing privileges stop with it.

That fixed date is what makes the lapse so avoidable and so common at the same time. It is known the moment the certificate is issued, two years in advance, yet it usually lives only in the instructor's own logbook where the people building the schedule never see it.

What an Expired Certificate Actually Stops

An expired flight instructor certificate does not touch the person's pilot certificates. A CFI whose instructor certificate has lapsed can still fly as a private or commercial pilot, still carry passengers, still rent the school's airplanes. What stops is instruction. They cannot give dual, cannot endorse a logbook for a solo or a checkride, cannot conduct a flight review, and cannot sign off the ground or flight training a certificate or rating requires. For a flight school, that is the entire job. An instructor who is legal to fly but not legal to teach is a scheduling problem wearing a CFI shirt.

The damage is also retroactive in a way other lapses are not. A landing logged the day after passenger currency expired is just a non-current pilot who needs three takeoffs and landings. Instruction given the day after a certificate expired was given by a non-instructor, and the endorsements that came with it do not stand. Sorting out which students flew valid lessons and which solo sign-offs need to be redone is a far worse Saturday than the one spent watching a renewal date.

Renewing Before It Expires

14 CFR 61.197 gives an unexpired certificate a fresh 24 months through one of a few routes. Three are paperwork rather than a checkride, and one is the checkride almost nobody chooses on purpose.

The records route

The cleanest renewal is the one a busy instructor earns just by doing the job well. Present evidence that you endorsed at least five students for a practical test in the preceding 24 calendar months and that at least 80 percent of them passed on the first attempt, and the certificate renews. This is also what qualifies an instructor for a gold seal. A school that tracks first-time pass rates per instructor, which is data worth having for its own sake, usually finds its strongest CFIs renew this way without ever sitting through a course.

The refresher course

Most instructors renew through an approved flight instructor refresher course, the FIRC, completed in the months before the certificate expires. The course runs online or in person, covers roughly sixteen hours of ground content, and ends with the paperwork that renews the certificate. Complete it inside the three calendar months before your expiration date and the new 24 months runs from that existing expiration, so renewing early inside that window costs no time.

The employment route

An instructor working as a company check pilot, or as an instructor in an approved Part 121, 135, or 141 training program, can renew on the strength of that record instead of a course. This is the route for CFIs whose flying sits inside a structured training operation rather than primary instruction at the local field.

The renewal checkride

A practical test with an examiner is always available and is the option instructors fall back on only when the others have slipped past. It is a full flight instructor practical test, which is why it is the route of last resort rather than anyone's plan.

If It Already Expired: Reinstatement

Miss the date and the easy routes close. Under 14 CFR 61.199, an expired flight instructor certificate is reinstated only by passing a practical test for one of the ratings the certificate carried. No FIRC, no records of student pass rates, no employment record substitutes once the certificate has lapsed. Reinstatement is not a fresh start, so the knowledge tests do not have to be retaken, but it is still a checkride the instructor has to schedule with a designated pilot examiner, and DPE calendars are not famous for their open weekends. A lapse that could have been a sixteen-hour course becomes weeks of waiting for a test slot, with the instructor off the schedule the entire time.

Build the Expiration Date Into Dispatch

A CFI certificate expiration is a known date set two years out the moment the certificate is issued or renewed. There is no reason for it to surprise anyone, and yet it does, because it usually is not written down anywhere the schedule can read it. The fix is the same discipline that keeps currency tracking honest: put the date where the people building the schedule can see it.

A chief instructor who can see every CFI's expiration on one screen can stagger renewals across the team, push a reminder ninety days out, and make sure no instructor is endorsing students on a certificate that runs out next week. This is part of the roster visibility that makes instructor scheduling work at all. The calendar should not offer an instructor for a lesson it already knows they will not be legal to teach.
